The Opportunity
Abt Global seeks a qualified Mongolian expert to support energy sector reform initiatives under the USAID-funded Mongolia Energy Governance (MEG) activity. This will include supporting technical assistance, policy advisory and capacity building activities to improve market competitiveness in the energy sector. You will work directly with Government of Mongolia counterparts as well as other key stakeholders working on energy sector reform. You will report to the MEG Chief of Party (COP).
The position is based in Ulaanbaatar, Mongolia.
Core Responsibilities
- Provides technical leadership on energy sector policy and legislative strengthening, energy sector SOE reform, and energy whole sales market study activities and implementing activities aligned with MEG’s overall vision.
- Oversees direct technical assistance and training provided to Mongolian counterparts including government stakeholders, project developers, NGOs, and trade organizations.
- Works with the COP and other Objective Leads to coordinate and collaborate across technical tasks to provide Mongolian stakeholders with robust and innovative solutions to energy sector reform challenges.
- Supervise mid- and junior-level project staff personnel working on energy sector reform, private sector engagement, tariff setting, and/or RE expertise.
- Direct and manage subcontractors, subgrantees, and consultants to ensure cost-effective and high-quality delivery of MEG activities.
- Supports the COP in liaising with USAID, the government of Mongolia, program partners, and other donor(s)/donor programs on complementary activities.
- Coordinates with the MEG’s cross cutting programs, including gender; climate risk management; monitoring, evaluation, and learning (MEL): and the grant team to prepare high quality deliverables and reporting documents.
Preferred Qualifications
- Minimum: Bachelor’s Degree + 15 years of relevant experience, or Master’s Degree + 12 years of relevant experience, or PhD + 10 years of relevant experience.
- Fluency in English and Mongolian is required.
- An advanced degree in finance, business, energy policy, environmental studies, engineering, business, or a related field.
- At least 15 years of experience supporting and managing energy programs in Mongolia.
- Demonstrated ability to work and coordinate effectively with a wide variety of stakeholders, including national governments, the donor community, and the private sector.
- Knowledge of Mongolia’s energy and climate change policies, laws, organizations, and capacity constraints.
- Excellent interpersonal, diplomacy, and leadership skills, including the ability to manage high-level relationships and motivate subordinates and implementing partners.
