Bavuudorj Ovgor
Chief-of-Party
Bavuudorj Ovgor, an experienced professional in the energy sector, has dedicated his career to the
development and implementation of renewable energy policies and projects in Mongolia. With a
strong academic background, including a PhD in Energy Engineering from Inha University, a
Master of Science in Wind Energy from Texas Tech University, and a bachelor’s degree in
engineering physics from Ulaanbaatar University, Mr. Ovgor has become an expert in his field. He
made career working in various organizations of the energy sector of Mongolia including Ministry
of Energy, National renewable energy center, and Mongolian University of Science and
Technology. He actively participated in the preparation and implementation multiple energy
sector projects such as “100,000 solar ger”, World Bank financed “Renewable energy and rural
electrification”, ADB financed “Scaling up renewable energy’, and ADB financed “Large scale
battery storage project”. His expertise in renewable energy also led him to work with international
financial organizations, such as USAID, World Bank, ADB, EBRD, and GIZ. Moreover, he has
published several notable works, including "Greenhouse Gas Mitigation Assessments to Inform
Future Nationally Determined Contribution Updated in Mongolia: Technical Guide" and "GOBITEC
AND ASIAN SUPER GRID FOR RENEWABLE ENERGIES IN NORTHEAST ASIA".
Tsolmon Namkhainyam
Modern Energy Technologies Lead
Ms. Tsolmon Namkhainyam brings over 18 years of experience designing and managing projects a
variety of technical projects, with more focus on sustainable energy and climate change
mitigation. She served as technical expert for three winning proposals, totaling $30m, on clean
energy and climate action, including a state-funded pilot project valued at $0.25m to replace coal
boilers with ground-source heat pumps.
Her work has included engaging the government and development partners for climate action,
innovative heating and and reduce urban air pollution. Ms. Tsolmon's contributions to Mongolia's
sustainable energy development also include supporting the development of various national
policy documents, such as Nationally Determined Contributions and National Energy Efficiency
Action Plans, and Green growth indicators of Mongolia.

Efficiency in Mongolia’ is available here. Also, she contributed to CCAC work on integrated actions
on air pollution and climate change in Mongolia.
Enkhjin Munkh-Erdene
District heating and Energy Efficiency Lead
Enkhjin Munkh-Erdene is experienced in various district heating and energy efficiency activities in public
and development projects. She graduated with a master’s degree in Heat Supply of Cities and Industries
at the Power Engineering School of the Mongolian University of Science and Technology in 2016. She is
credited with her contribution to the “Ulaanbaatar District Heating, Renewable Heating Integration
Study” by EBRD, “Ulaanbaatar District Heating – Feasibility Study” by EBRD, and “Ulaanbaatar Clean Air” project by WB which enabled energy efficiency improvement in the DH system. She has been a key expert in EBRD’s credit line Mongolian Sustainable Energy Financing Facility and helped a number of entities to improve their energy performances. In addition, she has a rich experience in the projects that were locally implemented, such as the Energy Efficiency 3+ project by GIZ (German Agency for International Cooperation) Ulaanbaatar Urban Services and Ger Areas Development Investment Program by ADB, and the installation of the remote read system of heat meters by Ulaanbaatar District Heating Company, where she contributed for achievements for air pollution reduction and climate change mitigation in Mongolia. In the frames of these projects, as a duty of project engineer / technical team leader, she has developed her competencies in the knowledge of challenges and opportunities of the national energy sector, the approaches to energy efficiency, and environmental impacts.
Shurentsetseg Otgonsuren
Gender and Community Engagement Senior Lead
Shurentsetseg Otgonsuren has over 8 years of experience mostly in the private sector. Her career includes roles as an operation lead and manager for esteemed publications such as Mongolica, National Geographic Mongolia, Cosmopolitan Mongolia. Beyond promoting Mongolia's communication efforts on the international stage, she has a proven track record in developing and implementing media and educational projects. Prior to her current role, she also gained valuable experience working for the United Nations.
Ms. Otgonsuren holds a Bachelor’s degree in international journalism from the National University of Mongolia, along with a Master’s Degree of Global Strategy and Finance from Yonsei University, where she also served as a teaching assistant.
Mendbayar Budee
Monitoring, Evaluation, Learning, and Grant Director
Mendbayar Budee is experienced in monitoring, evaluation, project designing, transformational
management, design thinking facilitation, internal audit and program evaluation in various mining and
energy activities in public and development projects. She credited with its contribution to the Responsible
mining transformational framework of Mongolia and its benchmark evaluation which enabled leading
mining companies to take a commitment to be responsible and increase stakeholder understanding in
society. She takes pride in providing monitoring, evaluation, project design experience and resource
optimization to organizations with her passion to bring collaboration through inclusiveness and an
integrated approach. She graduated from the School of Foreign Service and Public Policy Master in
National University of Mongolia and was honored to be one of the Young professionals among 50 female
roles, who made a change in the mining sector.
Oyundelger Baatartsogt
Director of Finance and Administration
Oyundelger Baatartsogt possesses extensive experience in accounting, finance, and
administration, spanning over 18 years. She has worked in a diverse range of organizations,
including several humanitarian development organizations and private companies. This has
equipped Ms. Baatartsogt with a broad range of skills and expertise in financial
management, both in the humanitarian and private sectors. Additionally, she has gained
substantial experience in operations and human resource management. Ms. Baatartsogt is
highly skilled in various areas, including negotiation, business planning, analytical skills,
managerial finance, and strategic planning. Her vast experience and skills make her a
valuable asset in enhancing financial management and operations.
Ganbat Bazarsad
Accountant
With over 15 years of experience in Accounting and Finance management, Ganbat
Bazarsad has held diverse financial positions in both the projects and Country Office
of GIZ, German International Cooperation. His outstanding proficiency in integrating
financial strategy with organizational goals, combined with his extensive experience
in accounting, internal audit, and business administration, make him an
indispensable resource for driving financial excellence.
Uyangaa Batbayar
Project Finance Advisor
Uyangaa Batbayar is a seasoned finance professional with over 12 years of expertise in investment banking, project finance and foreign funding. She has a track record of structuring and securing multiple impact and on-lending financing facilities for various banks in Mongolia from international development financing institutions and impact funds. Prior to joining Abt Associates she served as the Head of the International Cooperation Department at Bogd bank and held various roles such as Senior Manager, Analyst and Investment manager at Golomt bank. Uyangaa received a B.A degree in Financial Economics from Kingston University. She is fluent in English and Mongolian.
Munkhzul Boldbaatar
Administrative Assistant
Ms. Munkhzul Boldbaatar brings extensive experience as an administrative and project officer in the environmental sector. During her tenure at the National Ozone Authority, she effectively executed several projects such as "Phase-Out of Ozone-Depleting Substances" and "Institutional Strengthening," governed under the Montreal Protocol and Vienna Convention. She has championed a gender equality initiative, enhancing workplace skills for female graduate students studying environmental studies at Mongolian universities, and strengthening their competency through mentorship programs under the "Women’s Environmental Mentorship Program" project at the Zorig Foundation NGO. Ms. Munkhzul holds a Bachelor’s degree in Environmental Engineering from Obuda University, Hungary (2020). Her proficiency in calendar management, event organization, procurement, and communication contributes significantly to our organization's vision, and goals, fostering a productive work environment.
Khulan Saruulzam
Grant Officer
Khulan Saruulzam is a dedicated environmental professional with a strong foundation in ozone-depleting substances management and ecological research. In her most recent role as a Specialist at the National Ozone Authority, a project implemented by UNEP, she played a pivotal role in issuing environmental permissions, organizing workshops, and developing strategic policy briefs aimed at protecting the ozone layer. Her previous experience at the Zoological Society of London’s Mongolia Representative Office involved conducting comprehensive baseline social surveys and contributing to data-driven environmental initiatives that informed conservation efforts. Khulan holds a B.S. degree in Ecology from the National University of Mongolia.
